Frank Houghton, British missionary (Anglican) (male), was born at Stafford, Staffordshire, England. He was the fourth of eight children (four boys, four girls) of the Rev. Thomas Houghton. Four, besides Frank, became overseas missionaries: Eileen and Alfred (Canon A. T. Houghton) served in Burma under the Bible Churchmen's Missionary Society; Stanley (1900-1950) and Freda with the China Inland Mission (later known as the Overseas Missionary Fellowship).
Frank Houghton was educated at Clarence School, Weston-super-Mare, England. He was writing poetry as early as age 13 (more on his poems and hymns later). He was confirmed on 8 April 1908, aged 14. Houghton was saved from drowning at Boscombe, Dorset, on 19 April 1911. This affected his physical health and attendance at school. As a result he was debarred from military service in World War I, in which his brother Herbert had been killed.
From 1915 to 1917 Houghton received his theological training at the London College of Divinity (now St. John's College, Nottingham). After graduating with a B.A., Frank Houghton was ordained in the Church of England on 3 June 1917, and went as a curate to St. Benedict's, Liverpool, under the Rev. E. M Benson, whose daughter Dorothy later married Frank's brother Stanley. In 1919 Houghton moved with his vicar to the parish of All Saints, Preston, Lancashire. While there, he read twice through the volumes by Dr. and Mrs. Howard Taylor on the Life of Hudson Taylor, and was greatly influenced by them. With a view to joining the China Inland Mission, he went to his doctor, who advised against it because of his heart condition.
On 29 April 1920 Frank Houghton applied for service with the China Inland Mission. A heart specialist recommended him as suitable for sedentary work in China (though he was later to carry out long itineraries in the hills of Sichuan). He was accepted at the mission's Swanwick Conference, and sailed for China on 10 November 1920, arriving at Shanghai on 19 December 1920. On arrival he was shocked at the colonial mentality and attitudes of paternalism by missionaries which discouraged friendship with Chinese colleagues on a basis of equality, and was determined to set an example in this regard.
After studying Chinese at the CIM's Men's Language School at Zhenjiang, Jiangsu, in 1921, Houghton was sent to Siuding ?? in eastern Sichuan, and then briefly to nearby Wanxian ??. Afterwards he was assigned to Liangshan ??, Sichuan, where he taught at the mission's school. In 1924 Frank and his wife moved to Baoning ??, the diocesan center, where Frank became Principal of the Theological College there. The following year a typhus epidemic broke out in the college, as a result of which his in-laws, Bishop William Wharton Cassels and Mrs. Cassels, died.
During his furlough in England in 1926, Houghton was appointed Editorial Secretary of the mission, which included producing the periodical China's Millions. This task he carried out for seven years.
In 1934 Frank Houghton and his wife revisited China to get up to date on the work there. In 1935, while in Chengdu, the capital of Sichuan, Frank was approached by the Right Rev. John Holden, Bishop of West China, to be bishop of a new diocese to be formed in East Sichuan in a division of the existing diocese. He responded in the affirmative.
The Houghtons returned to England before settling in Sichuan. On St. Paul's Day, 25 January 1937, Frank Houghton was consecrated Bishop of East Sichuan, in Nanchong. This service and all subsequent synods and committees were conducted in Chinese. His diocesan center was at Quxian ??. His three years as bishop entailed 1,300 miles of traveling through 17 counties of his diocese by junk, sedan chair and on foot.
Upon the retirement of George Gibb, Frank Houghton was appointed General Director of the mission on 21 October 1940. The subsequent years were difficult for the leader of this international mission. There were German and Scandinavian Associate Missions, funds were low, and the exchange rate in China disadvantageous. A mission Emergency Headquarters was set up in Chongqing.
The Houghtons were in North America on mission business when Japan struck at Pearl Harbor on 8 December 1941. The crossed the Atlantic in 1942, and Bishop Houghton spoke at the mission's Annual Meeting in London. In spite of storms and U-boats they arrived in South Africa, where the bishop set up a South African Council for the CIM. They traveled on by ship to Ceylon and India, and then by air to Chongqing.
When the European and Pacific wars were over, the Houghtons returned with the mission staff to Shanghai. Frank Houghton's vision for the future was that missionary initiatives of the past must now give way to serving the indigenous leaders of the Chinese Church. He took journeys to Germany and Scandinavia to strengthen relationships with the Associate Missions.
The Civil War between the Guomindang and the Communists ended with Mao Zedong taking control of China, and the presence of missionaries imperilled Chinese Christians. Bishop Houghton, suffering from insomnia from these pressures, went to Australia to recuperate. While there, he called a conference of Mission Directors in view of the crisis in China. The decisions made were (a) that all CIM missionaries must now make plans to withdraw form the country, and (b) the workers should be re-commissioned to serve in other East Asian countries. This led to the mission changing its name to Overseas Missionary Fellowship, with principles and message unchanged.
In November 1951 twenty five directors and some elected representatives met in Bournemouth, England. The main item for discussion was whether Houghton could continue to lead the mission at such a time. Houghton was shocked, perplexed and heartbroken when he was not asked to maintain the leadership, and a younger man would be sought. He was to continue as the Consulting Director.
The closing years of Bishop Houghton's life were spent in quieter spheres of service: vicar of St. Mark's, Leamington Spa, Warwickshire 1952-1955; writing Daily Bread Notes for the Scripture Union, 1955-1960; vicar of St. Peter's, Drayton, Oxfordshire, 1960-1963; retirement at Parkstone, Poole, Dorset, 1963-1971.
At the end of 1971 Bishop and Mrs. Houghton moved to the O.M.F.'s retirement home at Cornford House, Pembury, Kent. He on 25 January 1972, as the missionary leader lay dying, he listened to a gramaphone recording of the "Hallelujah Chorus" from Handel's Messiah. He uttered, "Wonderful", and passed away.

Frank Houghton married Dorothy Cassels (born 17 March 1896; died 25 August 1986), daughter of Bishop William Wharton Cassels (1858-1925), Bishop of West China, in 1923. There were no children of the marriage.
