It was said that if a fisherman spilled a cup of coffee in the Allegheny River in Warren, river forecaster Vernon T. Houghton Jr. could predict how high the water would rise at the Point.
It was a fanciful exaggeration, but it gave credit to the talents of a man who worked as the chief river forecaster in Pittsburgh for 22 years.
Mr. Houghton, who formerly lived in Robinson, died Aug. 21 of complications from an aneurysm at Anne Arundel Medical Center in Annapolis, Md. He was 86. Mr. Houghton had lived for the past five years in Millersville, Md., and previously lived in New Smyrna Beach, Fla. One of Mr. Houghton's biggest achievements was helping to develop an intricate flood forecasting and warning system that notified homeowners and businesses when flooding was imminent. During the 22 years he headed the flood forecasting service, the region incurred an estimated $106 million in flood damage. But his department, which was called the Federal-State Flood Forecasting Service, was credited with preventing $108 million in damage by issuing warnings of coming floodwaters.
Where today's hydrologists rely on complex computer models to predict river levels, Mr. Houghton relied on experience, slide rules, a corps of more than 80 river observers, and firsthand observations.
After a heavy winter, Mr. Houghton frequently drove around and hiked hundreds of miles, measuring snow depths and determining the water content to estimate the runoff from the melting spring snows. In October 1954, Hurricane Hazel struck the eastern seaboard and drenched Western Pennsylvania with 7 inches of rain in 12 hours. Mr. Houghton predicted the rivers at the Point would crest at 32 feet. After getting some initial rainfall reports from upstream, he revised his estimate to a crest of between 32 feet and 33 feet. The rivers crested at 32.5 feet.
Joe DeNardo, WTAE-TV's longtime meteorologist, said Mr. Houghton's predictions were taken like gospel. ''When Vern Houghton told you you were going to have a crest at a certain level, you knew he was going to be within a few inches. To this day, he could probably beat the computers,'' DeNardo said. Aldo Angelo of Scott, a retired hydrologist whose career overlapped Mr. Houghton's, said Mr. Houghton was completely dedicated to his job and recalled that during one major storm, Mr. Houghton was hospitalized for an illness but managed to put out some river forecasts from his bed.
''It was his life. He told me once that he felt like it was his divine calling,'' Angelo said. ''He did a good job and he did it before there were computers. He might not be able to give you a real long-range forecast, but he could give you a six-hour forecast that was as good as any computer would give,'' he said. When he retired in 1969, Mr. Houghton said in an interview that the job was filled with pressure, as a miscalculation of one foot could result in millions of dollars in property damage and loss of life. His daughter, Verna H. Glass of Millersville, Md., said her father loved his work. ''I think most of our summer vacations were spent visiting his river observers,'' she said, laughing. ''We were never allowed to use phones at home whenever it rained. The calls would start coming in from all the observers.'' Mr. Houghton, who grew up in Pittsburgh and attended Schenley High School, earned a degree in civil engineering from the University of Pittsburgh, where he starred on the track team in the broad jump and hurdles. He was captain of the All-East Track Team and attended the Olympic trials for the 1932 Olympics, but failed to qualify. ''That was one of his great disappointments, that he didn't get to go to the Olympics,'' his daughter said. Mr. Houghton also is survived by two grandsons. Mr. Hougton will be buried in Chartiers Cemetery.5
